Kingman is the county seat and the commercial center for most of Mohave County's rural land, and it sits on a groundwater boundary. Part of the Kingman area drains to the Sacramento Valley basin; part belongs to the Hualapai Valley basin, which ADWR designated an Irrigation Non-Expansion Area in December 2022. That designation restricts new irrigated farmland, not homes, but it is one reason buyers now ask where a Kingman-area parcel sits before they ask anything else.
Inside city limits, Kingman's own zoning applies; outside, Mohave County's. Many larger rural parcels outside town are county land, but the mailing address will not tell you which — the parcel record will.
