Mohave County is where a large share of Arizona's out-of-state landowners live — on paper, at least. For decades, land companies split desert ranches into small lots and sold them by mail: Golden Valley parcels went for a few hundred dollars at ten dollars a month. Many of those lots have been handed down once or twice since, and their owners have often never seen them.

Only about 17 percent of the county is private land, so the private parcels that exist are concentrated around Kingman, Golden Valley, Dolan Springs, Meadview, Lake Havasu City, Bullhead City and the Arizona Strip. Roughly a quarter of residents rely on private wells. Water status depends on the basin: the Hualapai Valley INA, designated in late 2022, limits new irrigated acreage there, while the neighboring Sacramento Valley basin under Golden Valley and part of Kingman is a separate basin outside the INA.
