Casa Grande sits in the middle of the Pinal AMA, which makes it the clearest example in Arizona of water deciding what land is worth. New subdivisions here need a 100-year assured water supply, and ADWR has said publicly that native groundwater can no longer carry new development in Pinal. Land that already has a water provider's commitment, or sits inside a designated provider's service area, is in a different category from raw farmland or desert outside one.
For individual owners that usually means one of two very different conversations. Small lots and acreage near the city with existing service are mostly about zoning, access and price per acre. Larger agricultural or vacant tracts further out are about water rights, grandfathered irrigation status and what a developer could actually get approved.
