Pinal County sits between Phoenix and Tucson and has grown faster than almost anywhere in the state, but more than a third of it is state trust land — the largest share of any county we have verified. When trust land nearby is auctioned or annexed, it can reshape the value of private parcels next to it, for better or worse.

Water is the other half of the story. Nearly the whole developed part of the county sits inside the Pinal AMA, where new subdivisions need a 100-year assured water supply, and ADWR has said plainly that native groundwater can no longer support new development there. Individual exempt wells and existing water-company service still matter a great deal; a parcel that already has either is in a different category from one that has neither.
