Coconino is the largest county in Arizona by land area — more than 18,600 square miles, roughly twice the size of Maricopa. The private rural land a seller is likely to own sits in pockets between national forest, tribal and state land: the subdivided high country around Williams and Parks, the land north and east of Flagstaff, and the high-desert lots along the U.S. 180 and U.S. 89 corridors.

Coconino County lies outside every Active Management Area, so groundwater on private land here is not governed by AMA rules. That does not make water simple. Ask any buyer of a plateau parcel what they want to know first and the answer is the same three things: is there a registered well on it or near it, how is it reached in winter, and what will the county allow on it?

The county's assessor, recorder, treasurer and planning offices are linked below. If you inherited land up here and have never seen it, those records — plus a check of the road that reaches it — are the place to start.

What the public record says about Coconino County

  • County seat and size. Coconino County's seat is Flagstaff. It counted 145,101 residents in the 2020 Census across 18,616.36 square miles of land. Source
  • Groundwater designation. No Active Management Area or Irrigation Non-Expansion Area appears in Coconino County on ADWR's map. Source

Water and wells

No Active Management Area or Irrigation Non-Expansion Area appears in Coconino County on ADWR's map. Whether a particular parcel is inside a boundary is a map question, not a county question — the parcel research tool checks ADWR's boundary layer for the exact parcel, and the well lookup guide shows how to find any registered well on it.
