Cochise County has an unusually large share of private land for Arizona — about 40 percent, more than double the statewide figure. That is why so much of the county's rural land market is ordinary private acreage: ranch remnants, old lot subdivisions and parcels between the towns along I-10 and the border.
Water rules here changed recently, and it matters for value. The Douglas basin became an Active Management Area at the end of 2022, and the Willcox basin followed in January 2025. Inside those AMAs, new irrigation is restricted to land that was legally irrigated in the years before designation, and large wells must be metered. For most vacant-land sellers the practical question is narrower: is your parcel inside one of those boundaries, and does it have — or could it get — an exempt domestic well? Cochise County publishes its parcel data on an open-data portal, and the treasurer's parcel search shows the tax status of any account. If you are selling from out of state, those two links will settle most of what a buyer will ask before they make an offer.

- County seat and size. Cochise County's seat is Bisbee. It counted 125,447 residents in the 2020 Census across 6,209.75 square miles of land. Source
